Like any job or service you may need for your business, from graphic design to painting, printing etc the decision comes down to common sense and individual choice. There are no "right" answers so hopefully the following will help provide some guidance.
DIY
The two main issues you need to consider here are skills and the time involved. If you have the skills because you have used Frontpage in the past, remember it's going to take up a vast amount of your time. Ask yourself is your time better spent developing and generating more sales for your business? If so then pay someone else to do the initial development leaving you to concentrate on what you know best, your own business. If you are still considering doing it yourself are you going to be happy with the outcome, will it be professional looking enough for you?
Perhaps cost is the ultimate factor for deciding to go it alone. If so then why not try some of the "free" packages available. Individual
This has the advantage of freeing up your time and probably won't cost as much as using a specialist company. However there are some questions you should ask yourself. Is this someone you can work with? Can I get a recommendation? Is he/she listening to me? Does he/she understand what I want? What support will I receive? How easy will it be for me to update my site? What happens when they are on holiday for 2 weeks?
Specialist Company
Again this has the advantage of freeing up your time but will be the dearest option. You should ask yourself the same questions. Is this someone you can work with? Can I get a recommendation? Is he/she listening to me? Does he/she understand what I want? What support will I receive? How easy will it be for me to update my site? What happens when they are on holiday for 2 weeks?
You should also consider. Will I get a different person each time I try to contact them? How much are they interested in me? Do they have a range of larger clients who will always get priority? How long have they been trading?
